Egypt plans stray dog shelters away from residential areas

Prime Minister Mostafa Madbouly has approved plans to expand animal shelters across Egypt's governorates, emphasizing construction away from residential areas to balance public safety and animal welfare. In 2025, Egypt vaccinated 121,000 stray dogs and sterilized 8,311 others as part of a national strategy to manage stray populations. The initiative includes boosting personnel and coordinating with non-governmental organizations.

On Tuesday, Prime Minister Mostafa Madbouly approved the expansion of animal shelter programs across Egypt's governorates, directing provincial governors to allocate necessary land. Hamed Moussa El-Aknas, head of the General Organisation for Veterinary Services, stated that the shelters will be built away from residential areas, with land already designated in Cairo, Giza, Qalyubia, and Alexandria, and work progressing to meet specifications.

Madbouly remarked during the meeting: "The measures aim to address the presence of stray and abandoned dogs in public streets through coordination between various state agencies to achieve a balance between public safety and animal welfare."

A prototype vehicle has been developed for emergency animal transport, incorporating welfare standards to ensure safe movement. The General Organisation for Veterinary Services is bolstering its qualified workforce to support vaccination and sterilization efforts nationwide.

Ayman Abdel Mawgoud, permanent secretary of the Ministry of Social Solidarity, noted that the government is partnering with non-governmental organizations to provide sterilizations and assist in managing and caring for dogs in the new shelters. The meeting included Manal Awad, Minister of Local Development and acting Minister of Environment, and Ala’a El-Din Farouk, Minister of Agriculture and Land Reclamation, alongside El-Aknas and Abdel Mawgoud.
