French government shelves bill for New Caledonia consultation on Bougival agreement

Following Minister Naïma Moutchou's announcement of a delay, the French government has abandoned plans—at least for now—to introduce a bill for an early consultation of New Caledonians on the Bougival agreement. Emmanuel Macron will convene stakeholders in Paris in mid-January 2026.

The Council of Ministers meeting on December 17 will not include the bill for an early consultation originally set for March 15, 2026, on the Bougival agreement signed in July between the state, independentists, and non-independentists to establish a State of New Caledonia within France.

This follows the delay signaled by Overseas Minister Naïma Moutchou after the failure of an expert mission and amid ongoing opposition, including from the Kanak and Socialist National Liberation Front (FLNKS). Most signatories seek amendments for consensus, and the plan lacked parliamentary support from socialists and centrists.

FLNKS leaders have urged dropping the agreement entirely. President Emmanuel Macron plans to gather New Caledonia's political forces in Paris in mid-January 2026 to relaunch discussions.

The French government canceled Thursday the debates scheduled for Friday and Monday at the National Assembly on the 2026 budget bill, postponing them to Tuesday, when it may opt for Article 49.3 or ordinances to pass the text without a vote. This decision follows what Matignon calls 'continuous sabotage' by RN and LFI deputies, making adoption by vote impossible. Prime Minister Sébastien Lecornu will present proposals Friday to attempt a compromise and avoid censure.

Before the National Assembly's law committee, Overseas Territories Minister Naïma Moutchou acknowledged the failure of an expert mission to New Caledonia. She delayed plans for an early consultation of New Caledonians set for March 2026. The measure aims to bolster the Bougival agreement, which faces opposition from various political groups.

Following the government's decision to shelve a bill for an early consultation, President Emmanuel Macron has specified a January 16 meeting with New Caledonian elected officials in Paris to advance dialogue on the territory's future and clarify the fragile Bougival agreement.

On January 13, 2026, the French National Assembly resumed examination of the 2026 finance bill, following the failure to reach agreement in the joint parliamentary committee in December. Economy Minister Roland Lescure assured deputies that the text is "within reach," urging a final effort for compromise. Yet few lawmakers believe it can pass without invoking article 49.3 or using ordinances.

Gabriel Serville, president of the Territorial Collectivity of Guyane, refused to meet Overseas Minister Naïma Moutchou during her first visit to the territory in mid-February. He criticizes the government's lack of clear commitment on the territorial status evolution project. Mandated by Emmanuel Macron, the minister in turn accuses Mr. Serville of blocking discussions.

The French National Assembly suspended debates on the first part of the 2026 finance bill on November 3, with over 2,300 amendments still to examine. Discussions will resume on November 12, after the social security budget review, in a race against time to meet the November 23 deadline. This delay fuels fears of the government resorting to ordinances.

The French government threatened on Friday to dissolve the National Assembly if censured, preparing early legislative elections alongside March municipal polls. This response to censure motions from RN and LFI on the Mercosur deal draws criticism from figures like François Hollande and Michel Barnier. As the 2026 budget nears debate, calls to use article 49.3 grow to avert deadlock.
