The Rio de Janeiro city hall published a decree on Tuesday, July 21, 2026, that prohibits non-governmental organizations from receiving funds through parliamentary amendments.
The decree is part of a package of five administrative acts and applies to social organizations with municipal contracts. It also requires the creation of an agency to manage NGO registration with the municipality and implements a new type of registration for entities serving the Rio executive.
The measure takes effect eight months after Federal Police investigations and audits by the Comptroller General of the Union that revealed suspicious activities in Rio organizations. One cited case is Con-tato, which moved more than 130 million reais in amendments between 2019 and 2024 and is linked to the Brazão brothers, convicted in February 2026.
The decree includes a transition period for entities already receiving these resources. The goal is to avoid conflicts of interest and overlap of public funds. Earlier probes, such as the 2018 case involving OS Pró-Saúde, had already flagged diversions of about 74 million reais.
