Cali activates security plan for Halloween

Cali's city hall has deployed a special security and mobility operation for Halloween celebrations, starting this afternoon on October 31 and extending to November 2. With over 1,500 uniformed personnel on the streets, the plan aims to prevent incidents in high-concentration areas. Authorities emphasize surveillance and agreements with motorcyclist groups for an orderly event.

From the afternoon of October 31 until the early morning of November 1, and extending to November 2, Cali city hall activated a comprehensive security and mobility plan for Halloween. Led by the Secretariat of Security and Justice, with support from the Metropolitan Police, the Secretariat of Peace and Citizen Culture, and the Secretariat of Mobility, the operation includes 1,246 police officers and 300 transit agents deployed across the city.

The main goal is to prevent incidents and facilitate traffic in parks, shopping centers, and high-traffic vial corridors. A Unified Command Post, operated from the Metropolitan Police's CADE, monitors nighttime activities in real time. Key measures include closing the Mundialista Tunnel and the Autopista Suroriental Tunnel, as well as depressions on Avenida Colombia and Comfandi El Prado. Controls were set up at strategic points such as the Fiscalía, Paso del Comercio, Plazoleta Jairo Varela, Puente de Juanchito, Puente de Valencia, and Puente de la Uniautónoma, with active surveillance from 10:00 p.m. to 6:00 a.m.

In parks and residential areas, presence was reinforced with officials from the Education Secretariat and the Childhood and Adolescence Police to protect minors. General Henry Bello, commander of the Metropolitan Police, highlighted aerial surveillance using the Halcón helicopter, drones, and closed-circuit cameras across the 22 communes.

Prior to the event, dialogues were held with motorcyclist groups. The Secretariat of Peace and Citizen Culture's Nigeria Rentería announced an agreement for rides to proceed orderly, without entering tunnels and following a defined route, to avoid traffic chaos. Authorities will also monitor infractions like motorcycles with covered plates, lack of helmets, or speeding, promoting responsible celebrations.
