Delhi mandates electric two-wheelers from 2028

The Delhi government announced its EV Policy 2.0 on Monday, requiring all new two-wheelers and three-wheelers to be electric starting in 2028.

The policy, approved by the Delhi Cabinet and set to take effect on July 1 after clearance from Lt Governor Taranjit Singh Sandhu, aims for at least 30% electrification of the vehicle fleet by March 31, 2030. It focuses on pure electric vehicles and includes cash incentives of up to Rs 30,000 for electric two-wheelers in the first year, with decreasing amounts in subsequent years.

Chief Minister Rekha Gupta said the measures represent a major step toward making Delhi pollution-free. The government plans to spend Rs 15,000 crore on incentives and charging infrastructure, with more than 30,000 public charging points envisaged.

No new petrol two-wheelers or CNG auto-rickshaws will be registered after the deadlines. Existing vehicles face no restrictions. Transport Secretary Niharika Rai noted that two- and three-wheelers contribute 46% of vehicular pollution, with the policy also offering subsidies for electric N1 trucks and scrappage incentives.
