Wabunge wanamudu TSC kutekeleza sheria ya mshahara wa theluthi moja

Kamati ya Hesabu za Umma ya Bunge la Kitaifa (PAC) imehimiza Tume ya Utumishi wa Umma (PSC) kutengeneza sheria ili kuzuia wafanyikazi wa umma kupokea mishahara chini ya kiwango kinachohitajika. Hii imetokea wakati wa mkutano na Kontrola wa Ikulu Katoo Ole Metito, ambapo ripoti za Mkaguzi Mkuu wa Hesabu zilionyesha wafanyakazi 78 wa Ikulu walikuwa na mishahara chini ya kiwango. Kamati inasema tatizo hili linajirudia katika taasisi nyingi za serikali.

Kamati ya Hesabu za Umma (PAC) ilishughulikia suala hili wakati wa mkutano wa Alhamisi, Aprili 2, 2026, wakati wa kuchunguza ripoti za Mkaguzi Mkuu wa Hesabu za miaka ya kifedha iliyoisha Juni 30, 2024, na 2025.

Mwenyekiti wa kamati Tindi Mwale, mbunge wa Jimbo la Butere, alisema: “Tuna wasiwasi kwamba suala hili linajirudia. Sio Ikulu pekee bali taasisi zingine za serikali na matawi ya serikali. Tunaahimiza Tume ya Utumishi wa Umma ibue sera na sheria ili kumaliza tatizo hili mara moja.”

Kutafuta kupita kiasi kunahusishwa na ulipaji madeni ya mikopo, mapitio ya mishahara, mifumo ya check-off, na marejesho yaliyoamriwa na mahakama. Sheria ya theluthi moja, chini ya Kifungu cha 19(3) cha Sheria ya Ajira, 2007, inazuia kukata zaidi ya theluthi mbili za mshahara msingi.

Kwa mfano, ikiwa mshahara msingi ni Ksh 30,000, inawezekana kukata Ksh 20,000 pekee, na mwanafanyakazi lazima apokee angalau Ksh 10,000.

Kontrola wa Ikulu Ole Metito alisema hatua za usimamizi zimepunguza idadi kutoka 78 hadi 14 mwishoni mwa mwezi uliopita, na itabaki 4 mwishoni mwa mwezi huu. Kamati bado inahimiza hatua za kisheria za PSC.
