حثت لجنة الحسابات العامة (PAC) في الجمعية الوطنية لجنة الخدمة العامة (PSC) على وضع لوائح تمنع الموظفين العموميين من الحصول على أجر صافٍ يقل عن الحد الأدنى القانوني. جاء ذلك خلال اجتماع مع مراقب مقر الرئاسة كاتوو أولي ميتيتو أثناء مراجعة تقارير المراجع العام. وكشفت مراجعة عام 2023/2024 أن 78 موظفاً في مقر الرئاسة يتقاضون أجراً يقل عن حد الثلث بسبب الاقتطاعات المفرطة.

تناولت لجنة الحسابات العامة (PAC) هذه القضية خلال اجتماعها يوم الخميس الموافق 2 أبريل 2026، أثناء فحص تقارير المراجع العام للسنوات المالية المنتهية في 30 يونيو 2024 و2025.

وصرح رئيس اللجنة تيندي موالي، النائب عن منطقة بوتيري، قائلاً: "نحن قلقون من تكرار هذه المسألة. لا يقتصر الأمر على مقر الرئاسة فحسب، بل يمتد إلى وكالات حكومية أخرى وفروع السلطة. إننا نحث لجنة الخدمة العامة على وضع سياسات ولوائح لإنهاء هذه المشكلة بشكل نهائي".

تنتج الاقتطاعات المفرطة عن سداد القروض، وسلف الرواتب، وأنظمة الخصم المباشر، والاستردادات بأمر قضائي. وتحدد قاعدة الثلث بموجب القسم 19 (3) من قانون العمل لعام 2007 إجمالي الاقتطاعات بما لا يتجاوز ثلثي الراتب الأساسي.

على سبيل المثال، بالنسبة لراتب أساسي قدره 30,000 شلن كيني، لا يمكن أن تتجاوز الاقتطاعات 20,000 شلن كيني، مما يترك 10,000 شلن كيني على الأقل كأجر صافٍ.

وأفاد مراقب مقر الرئاسة كاتوو أولي ميتيتو بأن الإجراءات الإدارية خفضت عدد الموظفين المتأثرين من 78 إلى 14 بحلول نهاية الشهر الماضي، مع توقع بقاء أربعة موظفين فقط بنهاية الشهر الجاري. وتصر لجنة الحسابات العامة على اتخاذ تدابير تنظيمية من قبل لجنة الخدمة العامة لضمان الامتثال على مستوى الخدمة العامة ككل.
