Rais Ruto atangaza huduma za afya SHA na ongezeko la mishahara kwa wafungwa na maafisa wa magereza

Rais William Ruto ameitangaza kuwa wafungwa wote wa Kenya watajiunga na huduma za afya za Mamlaka ya Afya Jamii (SHA) ili wapate matibabu bora kama Wanakenya wengine. Pia, ameitangaza ongezeko la mishahara kwa maafisa wa Kenya Prisons Service kuanzia Julai 1, 2026. Matangazo haya yalitolewa wakati wa sherehe ya kutoa cheti katika Chuo cha Mafunzo cha Wafungwa huko Ruiru.

Rais William Ruto alitoa matangazo haya wakati wa Sherehe ya 46 ya Kutoa Cheti katika Chuo cha Mafunzo cha Wafungwa huko Ruiru, Februari 26, 2026, ambapo zaidi ya wanajeshi 3,862 walifaulu baada ya miezi 9 ya mafunzo makali ya kijeshi na kitaalamu.

Kwa upande wa afya, Ruto alisema mchakato wa usajili umeanza na umefikia asilimia 56 katika magereza yote. "Ni amri yangu kwamba wafungwa wote wasajiliwe chini ya SHA, ili wakati wowote wagonjeka, wapate matibabu sahihi kama Mkenya yoyote," alisema Ruto. Serikali italipa malipo ya bima kupitia Idara ya Utumishi wa Marekebisho, na wafungwa wanaohitaji Kitambulisho cha Taifa (ID) wanasajiliwa sasa ili kuharakisha mchakato.

Kulingana na data ya Kenya Prisons, kuna takriban wafungwa 60,000 katika taasisi 140 za adhabu, ikiwa ni pamoja na 134 kwa makosa ya watu wazima na 3 kwa vijana. Kupitia SHA, wafungwa wataweza kupata huduma za afya za msingi katika hospitali za ngazi 2 na 3, na kwa magonjwa makubwa, Mfuko wa Bima ya Afya Jamii (SHIF) na Mfuko wa Dharura, Magonjwa ya Kudumisha na Makali utahudumia mahitaji ya matibabu ya hali ya juu.

Hii inakuunga mkono ajenda ya utawala wa Kenya Kwanza ya Kiliwahi Afya Pamoja (UHC), ambapo takriban Wanakenya milioni 30 wamesajiliwa tayari chini ya SHA.

Kwa upande wa mishahara, Ruto alitangaza kuwa hatua ya kwanza na ya pili ya mapendekezo ya Tume ya Maraga imetekelezwa, na hivyo mshahara wa kuingia kwa askari wa kawaida umeongezeka kwa asilimia 36, na skeli ya jumla kwa asilimia 24. "Ninachukua fahari maalum katika utekelezaji wa ongezeko la mishahara kwa maafisa wote wa Kenya Prison Service kwa mapendekezo ya ripoti ya Tume ya Maraga," alisema. Hatua ya tatu itaanza Julai 1, 2026, ili kuimarisha ustawi na morali ya maafisa, ambao wamekuwa wakilalamika kuhusu malipo na hali ya kazi.

Ruto aliwapongeza maafisa kwa jukumu lao muhimu katika usalama wa taifa, akisema, "Ni kwenye hii enabler ya amani na usalama ambapo ninyi kama maafisa wa magereza mna jukumu la msingi na lisiloweza kukosekana kwa kuhakikisha ulinzi salama, wa kibinadamu na salama wa waliokamatwa, kudumisha utaratibu ndani ya vifaa vya marekebisho." Sherehe hiyo ilihudhuria pia Waziri Mkuu wa Mambo ya Ndani Kipchumba Murkomen na maafisa wengine wa serikali.
