Romualdez lauds House approval of presidential scholarship program

Leyte Representative Martin Romualdez has praised the House of Representatives for approving on third reading the consolidated bill establishing the Presidential Merit Scholarship Program. He stated that the program aims to broaden access to quality education for graduating senior high school students from poor, financially challenged, and middle-class households.

In a statement, Leyte Rep. Martin Romualdez said, “The program aims to widen access to quality education of graduating senior high school students, not only from poor families, but from other financially-challenged and middle-class households as well.” His House Bill 5763 was incorporated into the consolidated measure, principally authored by majority leader and Ilocos Norte Rep. Sandro Marcos. He added, “The program will extend substantial financial assistance to the cream of the crop in senior high school. Hopefully, we can produce the best and the brightest professionals who can be our country’s future leaders among these graduating senior high school graduates.” The bill received approval on third reading from the House of Representatives in Manila, Philippines.

President Ferdinand Marcos Jr. signed the P6.793-trillion national budget for 2026 on January 5, allocating a record P1.015 trillion to the Department of Education and P530.9 billion to the DPWH. He vetoed P92.5 billion in unprogrammed appropriations, leaving P150.9 billion, while vowing prudent spending to curb corruption. The budget bars political involvement in aid distribution, though critics question the remaining funds.

Two years after a Senate hearing, the Department of Education (DepEd) has yet to release new guidelines for the Senior High School Voucher Program (SHS VP). During the January 20 hearing, Senator Win Gatchalian criticized the delay, questioning the agency's seriousness in addressing issues like 'ghost' students and improper beneficiary targeting.

President Ferdinand Marcos Jr. announced on December 9 that an anti-dynasty bill is among his priority measures for the 20th Congress, a move that raised eyebrows given his family's entrenched political dominance. Palace press officer Undersecretary Claire Castro explained that the president seeks to empower the public to choose leaders based on merit rather than surnames.

Federal judge Martín Cormick suspended the presidential decree halting the University Financing Law and ordered the government to immediately implement salary increases for teachers and student scholarships. The ruling deems the decree arbitrary and illegal, violating the separation of powers by disregarding Congress's insistence. The decision addresses a claim by the National Interuniversity Council to safeguard the right to education.
