Pinuri ng Kinatawan Martin Romualdez ng Leyte ang pag-apruba sa ikatlong pagbasa ng House of Representatives ng consolidated bill na nagtatag ng Presidential Merit Scholarship Program. Ayon sa kanya, layunin ng programa na mapalawak ang pag-access sa quality education ng mga graduating senior high school students mula sa mahihirap, financially-challenged, at middle-class na pamilya.

Sa isang pahayag, binanggit ni Romualdez na, “Layunin ng programa na mapalawak ang pag-access sa quality education ng mga graduating senior high school students, hindi lamang mula sa mahihirap na pamilya, kundi pati na rin mula sa iba pang financially-challenged at middle-class na tahanan.” Kasama sa consolidated measure ang kanyang House Bill 5763, na pinuno ng majority leader at Kinatawan Sandro Marcos ng Ilocos Norte. Idinagdag pa niya, “Magbibigay ang programa ng malaking financial assistance sa cream of the crop sa senior high school. Sana makapag-produce tayo ng best and brightest na professionals na magiging future leaders ng bansa mula sa mga graduating senior high school students.” Ang bill ay naaprubahan na sa third reading ng Kamara.
