“我们相信21岁男子是主谋，并招募了19岁男子。他们都是犯罪的熟练操作者，在全市不同地点制造了许多事故，”谭子伟说。
调查显示，两人常在回旋处、窄路弯位和切线盲点处制造碰撞，然后向其他司机索取金钱。有34天两人同日涉及两宗或以上事故。
