Jacques Moretti, from Corsica and owner of the Le Constellation bar in Crans-Montana, Switzerland, faces allegations of defrauding public benefits. The bar was incinerated on New Year's Eve, but attention now turns to his past. In 2008, he had already been sentenced to 12 months' suspended prison for pimping between Haute-Savoie and Switzerland.
In January 2010, before the Bastia correctional court, Moretti, then 33 years old, was tried for «fraud or false declaration to obtain personalized housing assistance». In Ghisonaccia, in the eastern Corsican plain where he grew up, he provided «false housing attestations and rent receipts» to receive benefits from the Family Allowances Fund (CAF). This scam lasted from October 2004 to June 2006, until authorities uncovered the deception. He thus obtained 6931.99 euros to which he was not entitled.
Le Figaro obtained the judgment in this case. Although full details of the Swiss investigation into suspected Covid aid fraud are not disclosed here, the two proceedings, separated by a decade, rely on similar mechanisms of fraudulent enrichment. From Corsica to Switzerland, Moretti's path appears marked by arrangements on the edge of legality.
