Ruto advisors propose new law to protect development projects

A working party appointed by President William Ruto has proposed a national development law to ensure continuity of long-term projects across administrations. The report was submitted on July 22 at State House.

The proposals are contained in the Developing a New Vision for Kenya report. They call for a law that would give the next long-term blueprint, referred to as the Singapore Dream, a firm legal foundation.

The report states that the Act should provide safeguards to ensure continuity of implementation beyond electoral cycles. It would require all future Medium-Term Plans, County Integrated Development Plans, sector strategies and annual budgets to align with the Vision.

The law would also establish the National Economic and Social Council, chaired by a presidential appointee, to oversee implementation. A Vision Delivery Secretariat would support coordination across government.

Kenya's planning has previously included Vision 2030 and the Big Four Agenda. President Ruto's Bottom-up Economic Transformation Agenda now targets high-income status by 2055-2063.
