This restriction, from 5:00 a.m. to 10:00 p.m., aims to reduce pollution in the Mexico City Metropolitan Area, covering all 16 CDMX boroughs and 18 conurban municipalities in the State of Mexico, such as Atizapán de Zaragoza, Coacalco de Berriozábal, Cuautitlán, Cuautitlán Izcalli, Chalco, Chicoloapan, Chimalhuacán, Ecatepec de Morelos, Huixquilucan, Ixtapaluca, La Paz, Naucalpan de Juárez, Nezahualcóyotl, Nicolás Romero, Tecámac, Tlalnepantla de Baz, Tultitlán, and Valle de Chalco.
On December 12, the Virgin's Day, the program continues for blue-sticker vehicles with plates ending in 9 and 0, under the same time and area rules. The Megalopolis Environmental Commission (CAMe) states that out-of-state vehicles from places like Hidalgo, Morelos, Puebla, and Tlaxcala also follow these rules if they have valid verification. The weekly Hoy No Circula calendar assigns days by sticker color and plate digit: Tuesdays for pink (7-8), Wednesdays red (3-4), Thursdays green (1-2), Fridays blue (9-0), and Mondays yellow (5-6). Sundays are free, except in emergencies. If ozone levels exceed 150 points, Double Hoy No Circula activates, restricting more vehicles, including some with hologram 0.
Violating the restriction incurs fines of 20 to 30 times the UMA, or 2,074.80 to 3,112.20 pesos. With pilgrim traffic, drivers are urged to take precautions to avoid penalties and improve air quality.
