Reform to annul elections over foreign interference to take effect in 2030

Ricardo Monreal explained that the constitutional reform approved by Congress will not take effect for the 2027 elections but instead from the 2030 presidential vote. The measure requires secondary legislation that cannot be passed in time.

The Senate approved the reform during the early morning hours to include foreign interference as grounds for annulling elections. The bill was sent to state legislatures and requires approval from at least 17 of them before it can be enacted.

Ricardo Monreal, head of the Political Coordination Board in the Chamber of Deputies, withdrew the bill from discussion to allow more dialogue. He noted that secondary legislation could be passed in an extraordinary session or in September, but its legal effect would begin only in 2030 due to the ban on electoral laws three months before a process starts.

President Claudia Sheinbaum backed the initiative during her May 28 morning press conference and warned of possible foreign interference risks in the 2027 elections. She cited funding of media outlets by United States institutions and referenced the case of Governor Rubén Rocha Moya.

Opposition senators raised concerns during debate about the ambiguous wording and the potential for discretionary application of the new grounds.

Mexico's Senate commissions on Constitutional Points and Legislative Studies approved President Claudia Sheinbaum's 'Plan B' electoral reform bill on March 24, following its presentation a week earlier. The measure passed with 24 votes in favor and 11 against after over five hours of debate and now heads to the full Senate, despite PT opposition to the 2027 revocation referendum date.

The Constitutional Points Commission approved an initiative adding foreign interference as grounds for annulling elections and postponing the judicial election until 2028.

President Claudia Sheinbaum sent a constitutional reform initiative to the Senate on Wednesday to move judicial elections from 2027 to 2028. The proposal seeks to refine candidate selection following criticisms of the 2025 polls.

In a key step for President Claudia Sheinbaum's electoral reform—initially unveiled February 25 and formally presented March 4 as the 'decálogo por la democracia' (see prior coverage)—the Chamber of Deputies' Constitutional Points and Political-Electoral Reform committees approved the proposal on March 10, 2026, by 45-39 votes. It heads to plenary discussion, likely March 11, amid PVEM and PT opposition despite their Morena alliance.

Mexico's Chamber of Deputies rejected President Claudia Sheinbaum's electoral reform proposal, with 259 votes in favor and 234 against, falling short of the required qualified majority. Sheinbaum denied it was a defeat and announced a Plan B to be sent to Congress next Monday, focusing on changes without constitutional reform. The initiative aims to reduce political privileges and strengthen citizen participation.

President Claudia Sheinbaum has instructed incoming Legal Counsel Luisa María Alcalde to assess postponing the 2027 judicial election to 2028, in light of a bill introduced by Morena lawmakers last week. The proposal seeks to separate it from midterms for impartiality and reform candidate selection. An INE counselor warned that combining elections would not save costs.

Following the Senate's approval on March 26, Mexico's Chamber of Deputies passed the Plan B electoral reform in general debate with 377 votes in favor and 102 against. Promoted by President Claudia Sheinbaum, the initiative seeks to reduce privileges in electoral bodies and local governments. Particular debate continues.
