Monreal reform to annul elections advances in san lázaro commission

The Constitutional Points Commission approved an initiative adding foreign interference as grounds for annulling elections and postponing the judicial election until 2028.

The reform promoted by Ricardo Monreal was approved with 28 votes in favor and 9 against. It was sent to the floor of the Chamber of Deputies for discussion.

Opposition deputies criticized the ambiguity of the term foreign interference. Nadia Navarro Acevedo of the PRI said reports or statements could be used as a pretext for nullity.

The majority bloc defended the measure to protect electoral processes. Ricardo Astudillo of the PVEM noted that Mexico's destiny should not be decided outside the country.

The initiative modifies article 41 of the Constitution. It was also approved by 29 votes in favor to postpone the judicial election from 2027 to 2028.

Mexico's Senate commissions on Constitutional Points and Legislative Studies approved President Claudia Sheinbaum's 'Plan B' electoral reform bill on March 24, following its presentation a week earlier. The measure passed with 24 votes in favor and 11 against after over five hours of debate and now heads to the full Senate, despite PT opposition to the 2027 revocation referendum date.

Ricardo Monreal explained that the constitutional reform approved by Congress will not take effect for the 2027 elections but instead from the 2030 presidential vote. The measure requires secondary legislation that cannot be passed in time.

A group of Morena deputies presented an initiative to amend the judicial reform and postpone the election of the second batch of judges to the first Sunday of June 2028, instead of 2027. The proposal aims to avoid overlap with partisan elections to preserve judicial impartiality. It includes changes to candidate evaluations and the creation of a Single Evaluation Committee.

The Senate postponed discussion of the electoral reform plan B from March 23 to March 24 due to technical reviews and internal PT debates on the revocation of mandate date. The PT objects to holding it in the third year of government, as it would overlap with the 2027 elections. The opposition praised the PT for criticizing the bill.

On Tuesday, Interior Secretary Rosa Icela Rodríguez presented the Plan B electoral reform initiative on President Claudia Sheinbaum's instructions. It aims to cut privileges and spending in electoral bodies and local governments after the original constitutional proposal failed in the Chamber of Deputies. It will be sent to the Senate with PT and PVEM support.

President Claudia Sheinbaum has instructed incoming Legal Counsel Luisa María Alcalde to assess postponing the 2027 judicial election to 2028, in light of a bill introduced by Morena lawmakers last week. The proposal seeks to separate it from midterms for impartiality and reform candidate selection. An INE counselor warned that combining elections would not save costs.
