No proposals received for Bogotá metro line 2 construction

Bogotá's mayor, Carlos Fernando Galán, announced that no proposals were received for the construction of metro line 2 along calle 72 after the deadline. However, the district administration assured that the works will not stop and will launch an international public tender in February. Proposals are expected in September, with construction starting in 2027.

Bogotá's metro line 2, running along calle 72 and avenida Ciudad de Cali, received no bids from prequalified consortia by the proposal deadline. This was announced by Mayor Carlos Fernando Galán, who stressed that the project will proceed without delays.

"It does not mean this line will not continue. We will open an international public tender in February; we have the support and credits from multilateral banks," Galán stated. The proposal process began before the current administration, providing a more mature framework with additional information now available.

Originally, four bidders participated in 2023. But in October last year, multilateral banks detected conflicts of interest in two Chinese consortia: one comprising Mota Engil Colombia (66%) and Crrc (Hong Kong) Limited Sucursal Colombia (34%), and another by China Harbour Engineering Company Limited (75%) and Xi'an Rail Transportation Group Company Limited (25%). This left two: a Chinese consortium and a Spanish one. Neither submitted proposals; the Spanish group requested a months-long extension due to the departure of one of its firms.

In December, from Washington, Galán secured approval for US$1.060 million in loans from the World Bank and the Inter-American Development Bank to fund works in 2026. This line is part of efforts to expand public transport in the capital, enhancing mobility in one of its most congested areas.
