The program features 1,900 measures to sustain economic momentum, including tax cuts saving Andalusians 1.8 billion euros yearly, industry digitalization incentives, and raising R&D investment to 2% of GDP. Moreno highlighted achievements like 13% regional GDP growth over seven years exceeding Spain's, and 600,000 jobs created in 59 straight months of relative leadership.

He pledged water infrastructure investments, such as the Marbella desalination plant, and health tech advances, criticizing Pedro Sánchez's government for a doctors' strike costing 111 million euros. On housing, he upheld private property rights and promised more developments.

Moreno cautioned supporters against overconfidence, which could lead to defeat by «10,000 or 15,000 votes». He championed Andalusian stability and leadership, free from Madrid directives, to attract 6.5 billion euros in foreign investment and enhance quality of life.
