Awino claims Wandayi, as the sector head, presided over or was complicit in the unlawful importation of substandard petroleum products. The allegations include bypassing Pre-export Verification of Conformity (PVoC) requirements, importing non-compliant fuel, issuing questionable waivers, and blending substandard fuel with compliant stocks.
The petitioner argues these actions exposed consumers to unsafe products and undermined regulatory safeguards. Awino, who was attacked by goons last week, also seeks court orders to prevent Wandayi from interfering with investigations, witnesses, or evidence, and to restrict his decisions on petroleum matters.
Meanwhile, Wandayi has failed to honor parliamentary summons. The Energy Committee, chaired by Nakuru Town East MP David Gikaria, gave him another chance to appear on Thursday and warned of punitive measures like fines if he skips the fresh summons during their probe into the fuel importation process.
