Awino anadai Wandayi alisimamia au alishiriki katika uagizaji usio halali wa bidhaa za mafuta ambazo hazikukidhi viwango vinavyohitajika. Orodha ya madai inajumuisha kuepuka mahitaji ya Pre-export Verification of Conformity (PVoC), uagizaji wa mafuta duni, kutolewa kwa vibali vya kushangaza, na kuchanganya mafuta duni na yale yanayofaa.
