Nag-resign si Justice Undersecretary Jojo Cadiz dahil sa mga alegasyong kaugnayan sa mga anomalya, habang inutusan ni Pangulong Marcos ang DILG at PNP na hanapin si Sarah Discaya at iba pa kaugnay ng ghost project na nagkakahalagang P100 milyong piso.
Noong Disyembre 4, 2025, naglabas ang Court of Appeals ng freeze order laban sa isang pribadong construction company na may pinakamaraming 'ghost' flood-control projects, ayon sa Anti-Money Laundering Council (AMLC). Ito ay sumasaklaw sa 280 bank accounts, 22 insurance policies, tatlong securities accounts, at walong air assets. Kasama rito ang mga posibleng paglabag sa Republic Act 3019 at malversation sa ilalim ng Article 217 ng Revised Penal Code. Hanggang ngayon, naipagbawal na ng AMLC ang 4,679 bank accounts, 283 insurance policies, 255 motor vehicles, 178 real properties, 16 e-wallet accounts, at tatlong securities accounts. 'The filing of this petition for a freeze order underscores the AMLC’s firm commitment to recover every peso of public funds that may have been misused,' sabi ni AMLC executive director Matthew David.
Samantala, nag-resign si Justice Undersecretary Jojo Cadiz dahil sa mga alegasyong natanggap niya ng kickbacks mula sa flood control projects, ayon kay resigned Ako Bicol representative Zaldy Co. May ugnayan si Cadiz sa isang construction company na itinatag noong 2023 sa pamamagitan ng kanyang 19-taong gulang na anak, batay sa SEC documents. 'As of the moment we have not talked about that. But if there’s a need for investigation on that issue, let the investigation be done,' sabi ni Presidential Communications Undersecretary Claire Castro. Susuriin ng Ombudsman ang kanyang sangkot, ayon kay Assistant Ombudsman Mico Clavano.
Inutusan naman ni Pangulong Marcos ang Department of the Interior and Local Government (DILG) at Philippine National Police (PNP) na hanapin si Sarah Discaya at iba pang respondents kaugnay ng P100-milyong ghost flood control project sa Davao Occidental noong 2022. Ang proyekto, na iginawad kay St. Timothy Construction Corporation, ay hindi nagsimula kahit na binayaran bilang natapos. 'Based on the investigation, this project was supposedly completed in 2022 but was never started,' sabi ni Marcos. Inirekomenda ng Ombudsman ang mga singil para sa malversation through falsification at RA 3019 laban kay Discaya, Maria Roma Angeline Remando, at mga opisyal ng DPWH. Handa na ang PNP na arestuhin sila kapag nailabas ang warrants, ayon kay Acting PNP chief Lt. Gen. Jose Melencio Nartatez Jr. at Interior Secretary Jonvic Remulla.
Bukod dito, isinara ng lokal na pamahalaan ng Pasig ang siyam na construction firms na kaugnay nina Sarah at Curlee Discaya dahil sa hindi bayad na buwis at kakulangan ng permits. Tatlong dating DPWH engineers—Henry Alcantara, Brice Hernandez, at Jaypee Mendoza—ay mahaharap sa pagkakakulong bago Pasko, ayon kay Public Works Secretary Vince Dizon.
