Buenos Aires mayors seek flexibility in municipal emergency fund

The Regional Forum of Mayors for Growth and Development submitted a note to the Buenos Aires provincial Chamber of Deputies requesting authorization for free use of the Municipal Emergency and Investment Strengthening Fund resources to cover current expenses.

On Thursday, FRICDe representatives delivered the document to provincial legislators, including Alejandro Dichiara and Alexis Guerrera. Mayors Franco Flexas, Javier Gastón and Maximiliano Suescun led the delegation and described a sharp drop in municipal revenues alongside rising operating costs.

The fund, created by Law 15.561 and regulated in April through Decree 358/26, allocates 70 percent of its resources with free availability and directs the remaining 30 percent to specific infrastructure, transport and culture projects. The mayors requested that, on an exceptional basis, that 30 percent also be used for current expenses.

Government minister Carlos Bianco stated that the Executive cannot change the law but does not oppose the Legislature doing so. During the meeting, they agreed to form a joint working group to analyze possible modifications.
