Ayon sa ulat ng Rappler, mga kabataan na may kahinaan sa pinansyal, tulad nina Lawrence* at Alison*, na nagtatrabaho sa DND at Navy, ay naakit sa pamamagitan ng mga alok ng karagdagang kita para sa pagsusulat ng mga artikulo na unti-unting naging pagbabahagi ng mga dokumento.

Si Lawrence, na sumali sa DND noong 2023, ay na-recruit ng kaibigan nitong si Harley* para sa isang consultancy firm. Nagsimula ito sa P5,000 bawat submission, ngunit lumala hanggang sa pagpapadala ng sensitibong files tungkol sa mga relasyon ng Pilipinas sa ibang bansa at Rotation and Resupply (RORE) missions sa West Philippine Sea.
