Spain sets minimum age of 15 for electric scooters

The Council of Ministers approved on Tuesday a reform of the General Traffic Regulations that sets new safety rules for scooters, bicycles and motorcycles, entering into force on October 1, 2026.

The Council of Ministers approved the modification at the proposal of Minister Fernando Grande-Marlaska. Spokeswoman Elma Saiz reported the changes after the meeting.

Key measures include a minimum age of 15 to drive personal mobility vehicles and mandatory use of helmet and reflective element, with a 200 euro fine for non-compliance. Riders must wear the reflective vest at all times.

For motorcycles, gloves are required on interurban roads and closed footwear on all roads, also with a 200 euro penalty. The seatbelt exemption for taxi drivers and delivery workers is removed.

The rules will enter into force on October 1, 2026, except for exceptions such as scooter lighting and approved helmets, which will apply in 2027.
