Nathan Fillion a accepté de tenir le rôle principal dans la série The Rookie sur ABC avant même d'avoir lu le moindre scénario, séduit par le concept central de l'émission et par sa collaboration antérieure avec son créateur, Alexi Hawley.

L'acteur incarne John Nolan, un homme d'une quarantaine d'années qui rejoint le département de police de Los Angeles après avoir été témoin d'un braquage de banque. Fillion a accepté le rôle sur la seule base du pitch lors des premières discussions de développement avec Hawley, qui avait travaillé avec lui sur la série Castle de 2009 à 2016. Dans une interview en 2018, Fillion a souligné que l'idée offrait un fort potentiel pour une narration à long terme, le personnage recommençant sa vie à zéro.
