Investigations show the work environment had become toxic. Junior officers complained of harassment by their superiors and favoritism toward certain groups when assigning duties that carried large allowances.
Divisions among some commanders affected the juniors. Two groups began spying on colleagues to find faults that could lead to disciplinary action.
Other complaints targeted commanders who withheld allowances for officers guarding President William Ruto and State House. Officers also alleged open favoritism when selecting those who travel abroad with the president.
