王暁宇容疑者（41）は、道路運送法違反の疑いで日曜日に逮捕された。フェニックス国際という会社の名義で緑色のナンバープレートの車両を18人の運転手に貸し出し、2月から4月にかけて中国人観光客らを運んでいた疑いがある。
警察によると、王容疑者は2024年11月から2026年5月にかけて運転手らから約3800万円の手数料を受け取っていた。都市ハイヤー車両は事前予約と最低2時間の契約が必要だが、これを無視した営業が行われていた。
羽田空港での違法な客待ち行為に関するタクシー運転手からの通報で捜査が始まり、他に中国人運転手3人も逮捕された。王容疑者は一部容疑を否認している。
