유효한 등록증이 없는 반려견이 발견될 경우, AFCD는 사전 경고 없이 반려견 소유주를 기소할 방침이다. 홍콩의 광견병 규정에 따라 생후 5개월이 넘은 모든 개는 반드시 등록하고 광견병 예방접종을 받아야 한다.
등록증의 유효 기간은 일반적으로 3년이다. 위반 시 유죄 판결을 받으면 최대 1만 홍콩달러의 벌금이 부과될 수 있다.
