Bundesrat rejects relief premium plan

The Bundesrat today refused to approve the tax-free relief premium of up to 1,000 euros. This blocks a key measure from the energy relief package negotiated by the Union and SPD.

States led by the Union voted against the package. Mecklenburg-Vorpommern from the SPD ranks also withheld approval. The states criticized the measure as ineffective and poorly crafted.

Winfried Kretschmann, the outgoing Minister President of Baden-Württemberg, said: “The costs will ultimately remain with the states and municipalities.” The premium, through which employees could have received 1,000 euros tax-free from their employers, will therefore not materialize.

Additionally, the fuel tax cut is so far not being fully passed on to consumers by the mineral oil companies. The energy relief package negotiated in April thus risks fizzling out.

Following Chancellor Merz's announcement that the bill was practically ready, the German government finalized its health reform draft on April 28, targeting 16.3 billion euros in savings from 2027—down from an initial 19.6 billion—to address a 15.3 billion euro deficit at statutory health insurers. The Greens decry it as a burden on insured people and companies, while Health Minister Nina Warken calls it balanced. Cabinet approval is set for Wednesday.

The leaders of CDU/CSU and SPD held a three-and-a-half-hour coalition committee meeting on budget, climate protection, and other topics, without making concrete decisions. The session at the Chancellery took place confidentially, skipping the usual press conference. Progress was reported on the climate protection program, while issues like fuel prices had already been addressed by the cabinet.
