Wikimedia Foundation complies with Indonesia's PSE registration rules

Indonesia's Ministry of Communication and Digital (Kemkomdigi) confirmed that the Wikimedia Foundation has begun registering as a private-scope Electronic System Operator (PSE). This follows a government ultimatum in early April 2026. Minister Meutya Hafid said her team assisted the organization.

Jakarta, April 28, 2026 – The Wikimedia Foundation, operator of platforms like Wikipedia, submitted initial PSE registration documents to Kemkomdigi on that Tuesday. Minister Meutya Hafid said the process would be completed soon.

Previously, the San Francisco-based nonprofit had not complied with private PSE registration requirements by the end of 2025, despite over five months of extensions from the government. An ultimatum was issued in early April following constructive dialogues, both online and in-person in Indonesia.

The rules are outlined in Government Regulation No. 71 of 2019 on Electronic System and Transaction Organization and Minister of Communication and Informatics Regulation No. 5 of 2020. Meutya emphasized that they apply to all PSE, global or local, to ensure accountability and fairness.

"We remind again that this is in the framework of protection and it applies to everyone without exception. Accountability and justice principles must apply to all," Meutya stressed.
