Transport sector records lowest investment execution in Colombia

A report by the Observatorio Fiscal at Pontificia Universidad Javeriana revealed that the transport sector executed only 11.5% of its investment through June 2026. This figure is the lowest among sectors with the highest budget allocations. The overall investment component reached 30.5% in the same period.

The study, based on Ministry of Finance data as of June 30, showed that the transport sector has the largest current investment allocation at 15.6 trillion pesos but executed only 1.8 trillion. This execution represents the lowest level among major sectors, below the overall average of 30.5%.

Investment in transport has shown persistent deterioration. Between 2019 and 2023 annual execution ranged between 75% and 78%, but fell to 37.7% in 2024 and 37.3% in 2025. The Observatorio Fiscal noted that these lags stem from a structural difficulty in converting appropriations into executed projects.

Of the 145 physical infrastructure projects in the sector, 89 correspond to roads. Of these, 37 have zero execution and 25 show progress below 5%. Entities such as Invías, at 4.4%, and Aerocivil, at 5%, fall below the sector average.

The report warned that delays could postpone connectivity improvements and raise future maintenance costs. Only two projects exceeded the average: the Armenia-Pereira-Manizales road and the Pacífico-Orinoquía connection.
