Cavite traditional salt makers hold onto dying industry

Only three salt farms remain in Cavite as land conversion, climate change, and a 1995 iodization law reduce traditional production.

In Noveleta and Kawit, Cavite, traditional salt makers like Rolando Palustre, 63, continue their craft after 45 years. They earn an average of P20,000 over a five-month production period from January to June, though frequent rains now shorten the season.

Albert Samartino, 58, said typhoons destroy salt beds and have raised rock salt prices from P70 per sack in 1990 to P250 today. Output has fallen from over 1,000 sacks to just 400 sacks.

Republic Act 8172 in 1995 mandated iodization, while RA 11985 signed in 2023 aims to boost the sector. Salt makers report receiving building materials but no financial aid from the Bureau of Fisheries and Aquatic Resources, prompting shifts to fishing and milkfish farming.

The National Food Authority will raise its nationwide buying price for palay to P21 per kilogram from P17 starting in September. Agriculture Secretary Francisco Tiu Laurel Jr. said the move addresses higher fertilizer and input costs for farmers. The agency also announced a temporary rice import ban in Iloilo and new processing facilities.

The Department of Agriculture is intensifying market interventions as palay prices weaken in several major rice-producing provinces, with the main harvest season nearing completion. About 77 percent of the national harvest is already in. The National Food Authority is raising its buying price to counter the decline.

Agricultural cooperatives in Japan sold a record-low 1.32 million tons of rice from the 2025 harvest to wholesalers by the end of May. The farm ministry reported the figure on Tuesday, marking a 17 percent drop from the previous year. The decline reflects shifting demand toward cheaper stockpiled and imported rice.
