DA rolls out P10-billion aid for farmers, fisherfolk

The Department of Agriculture has begun rolling out P10-billion cash assistance for about 4.17 million registered agricultural workers under the Presidential Assistance for Farmers and Fisherfolk Program. Farmers and fisherfolk nationwide are each expected to receive P2,325 amid rising production costs due to the ongoing US-Israel war on Iran. Agriculture Secretary Francisco Tiu Laurel Jr. described it as a lifeline for those hit by soaring petroleum prices.

The Department of Agriculture announced that initial payouts of the cash assistance are expected to begin this week, starting with producers and fisherfolk in the Ilocos Region, Cagayan Valley, Central Luzon, Western Visayas, and Zamboanga Peninsula.

Targeted beneficiaries include rice farmers tilling two hectares and below, as well as corn and sugarcane farmers under the Registry System for Basic Sectors in Agriculture (RSBSA). Fisherfolk registered under the National Program for Municipal Fishing Vessels and Gears Registration (BoatR) and the RSBSA will also receive aid.

The assistance will be distributed through Interventions Monitoring Cards, usable for cash withdrawals, ATMs, and online banking. “This financial assistance, while admittedly small, provides a lifeline for over 4.1 million Filipino farmers and fisherfolk hit hard by soaring petroleum product prices,” Agriculture Secretary Francisco Tiu Laurel Jr. said.

The agency added, “The support can provide short-term relief, but it does not address longer-term issues such as high input costs, limited access to financing and exposure to climate related risks.” The program seeks to boost cash flow in rural communities and avert disruptions in local farm production from diesel-fueled machinery, irrigation pumps, and boats.

President Ferdinand Marcos Jr. has approved a service contracting program for public utility vehicles, a P10-per-liter fuel subsidy starting April 15, and the release of P8 billion in assistance for over 42,000 barangays nationwide to cushion impacts from the Middle East crisis such as higher fuel prices, a weaker peso, and threats to livelihoods, Malacañang said Thursday. PUV drivers will receive additional income of P40 to P100 per kilometer, while commuters get at least 20% fare discounts on routes linked to trains and major bus lines.

The Department of Agriculture (DA) is rolling out a P5,000 subsidy to 9,570 farmers relying on mechanized equipment to cushion surging fuel prices. The P50-million sub-allotment was released after global oil prices surpassed $80 per barrel amid Middle East tensions.

The Department of Transportation is preparing P3.5 billion in subsidies for free rides and fuel costs of public utility vehicles to counter rising oil prices due to Middle East tensions. This forms part of a two-pronged approach to ease the impact on commuters. The program is expected to launch soon after certification from the Department of Energy.

Department of Social Welfare and Development Secretary Rex Gatchalian vowed on Wednesday that all eligible public utility vehicle drivers will receive government cash relief assistance, as the Dswd meets with the Land Transportation Franchising and Regulatory Board to address gaps in beneficiary lists.

The U.S. Department of Agriculture selected 18 irrigation districts across 12 western states for up to $15 million each in drought aid in late 2024, but over a year later, none of the $400 million has been distributed under the Trump administration. Recipients report no communication from the agency, leaving farmers in drought-stricken areas without promised upgrades to water infrastructure. Former officials say agreements were finalized, yet the funds remain unaccounted for amid staff reductions and program reviews.
