Housing official seeks extra 150 billion shillings from parliament

The Principal Secretary for Housing has requested Parliament to approve an additional Ksh150 billion to address a funding shortfall in Kenya’s affordable housing programme. Charles Hinga made the appeal during a committee meeting on May 13.

Speaking to the National Assembly Committee on Housing, Urban Planning and Public Works, Hinga said current allocations fall short of what is needed to meet annual construction targets. He noted that the programme requires roughly Ksh228 billion in the 2026/27 financial year, while the Treasury has provided only Ksh50.6 billion.

The department currently collects about Ksh100 billion each year, yet demand for units continues to grow in urban areas. Hinga warned that without additional funds, delivery of at least 2,000 housing units annually could face delays.

He outlined plans to raise up to Ksh100 billion through housing sales and securitised receivables. The Affordable Housing Board chief executive has been tasked with securing Ksh50 billion from sales alone.

Hinga urged lawmakers to support the request, stating that Parliament’s backing is essential to keep implementation on schedule.
