Wizara ya Mambo ya Ndani inaamuru NGOs kujiandikisha upya chini ya mfumo mpya wa PBO

Wizara ya Mambo ya Ndani imetoa taarifa ikiwataka mashirika yasiyo ya kiserikali yote yanayofanya kazi nchini kujiandikisha upya chini ya mfumo mpya wa Public Benefit Organisations (PBO). NGOs zisizofuata amri hii zitaondolewa katika orodha rasmi na hazitapewa kutambuliwa. Muda wa mpito utaisha Mei 13, 2026.

Wizara ya Mambo ya Ndani ilitoa taarifa siku ya Jumatatu, Mei 4, 2026, ikisisitiza kuwa NGOs zinazofanya shughuli moja kwa moja nchini lazima zijiandikishe, huku zile zinazofanya kazi kwa njia isiyo ya moja kwa moja, kama zile zinazotoa fedha, zipate kibali.

Wizara ilisema, "NGOs zote ambazo bado hazijapita kwenye mfumo mpya wa Sheria za PBO zinatakiwa kukagua mahitaji yaliyoagizwa na kuwasilisha taarifa na hati zinazohitajika ili kuwezesha kujiandikisha upya na kupokea cheti sahihi."

"Tafadhali kumbukeni kuwa muda wa mpito utaisha Mei 13, 2026, na mahitaji yote ya kufuata lazima yatimizwe ndani ya muda huu, vinginevyo hali ya kisheria ya shirika itaathiriwa," iliongeza wizara.

Mfumo wa PBO ulianzishwa na Sheria ya PBO ya 2013 ili kuboresha utawala na usimamizi wa mashirika haya. NGOs zinatakiwa pia kuwasilisha ripoti za kila mwaka na hesabu zilizokaguliwa, na kufaulu jaribio la faida ya umma.

Hata hivyo, baadhi ya NGOs wamekataa amri hii, wakisema kwamba mahitaji ya kujiandikisha upya yalitangazwa kuwa ya kinyume na katiba na kwamba NGOs zinatarajiwa kupita kiotomatiki bila kujiandikisha upya. "Mahitaji ya kujiandikisha upya yalitangazwa kuwa ya kinyume na katiba, na NGOs zote zinatarajiwa kupita kiotomatiki. Pia, jukwaa la eCitizen kwa PBORA ni kinyume cha sheria kama lilivyo sasa," ilisema moja ya NGOs.
