Wizara ya Utumishi wa Umma inafichua mpango wa kubadilisha Huduma Kenya kuwa mamlaka huru

Wizara ya Utumishi wa Umma imefichua rasimu ya sera ya Duka Moja (OSS) ili kubadilisha Huduma Kenya kutoka programu ya serikali kuwa shirika huru la kisheria. Mpango huu unalenga kuimarisha utoaji huduma kwa kuanzisha viwango vya kawaida na digitization kamili. Wizara imeitwa umma kutoa maoni hadi Mei 13.

Wizara ya Utumishi wa Umma imetoa rasimu ya sera ya Duka Moja (OSS) siku ya Jumatatu, Aprili 27, 2026. Mpango huu unapendekeza kuanzisha Shirika la Huduma Kenya kama chombo cha kudumu chenye misingi ya kisheria.

Kati ya mambo makuu ni kuanzisha kiwango cha ubora wa huduma kwa wateja, kinachohitaji taasisi zote za umma kufuata viwango sawa vya uwajibikaji na wakati wa kutoa huduma. Pia, inasisitiza digitization kamili ya mifumo ya nyuma ya serikali ili kuzuia wananchi kutoa hati zilizowasilishwa mtandaoni.

Sera hiyo inapendekeza upanuzi wa vituo vya Huduma hadi ngazi za wilaya zote, badala ya kuwa katika makao makuu ya kaunti pekee. Hii italeta huduma karibu na wananchi, hasa maeneo ya mbali, na kutoa mahitaji maalum kwa watu wenye ulemavu na makundi mengine.

Hapo sasa, Huduma Kenya inafanya kama programu yenye msaada mdogo wa kisheria na uunganishaji usio sawa wa kidijitali. Sera pia inajumuisha hatua za uwajibikaji mkali na mfumo wa ufadhili wa kudumu. "Sauti yako ni muhimu! Shirikishwe katika kuunda mustakabali wa utumishi wa umma kwa kutoa maoni yako juu ya Rasimu ya Sera na Mswada wa OSS," Huduma Kenya ilisema katika tangazo la umma.

Wananchi wanaweza kutoa maoni kupitia vituo vya Huduma au fomu mtandaoni kabla ya Mei 13.
