Malatsi gives SITA 30 days to submit recovery plan

Communications Minister Solly Malatsi has directed the State Information Technology Agency board to deliver a recovery plan and procurement database within 30 business days following the release of a report on governance failures.

The report, released on 6 July 2026 by Malatsi and Public Service Commission chairperson Prof Somadoda Fikeni, examined SITA operations from 2020 to 2025. It identified systemic issues in governance, procurement and administration that contributed to irregular expenditure of R2.07 billion over four years and declining performance targets.

SITA recorded 23 chief executive changes in 25 years, with performance achievement rates falling from 76 percent in 2016/17 to 42.86 percent in 2024/25. By 2026 the agency had 529 open procurement matters, some averaging more than 400 days in process, while customer satisfaction stood at 48 percent.

The minister also required a formal plan within 60 business days to improve records management and executive accountability, plus quarterly reports on supply chain turnaround times. A broader review of SITA’s mandate by the Department of Communications and Digital Technologies and other bodies is already under way.
