The Equal Opportunities Commission recorded 315 workplace sexual harassment complaints in 2025, a 38% increase from 228 in 2024, according to the Constitutional and Mainland Affairs Bureau's written response to legislative inquiries on Thursday.

Employment-related complaints rose from 156 to 207, while non-employment-related cases—covering unwanted sexual conduct among workspace sharers without an employer-employee relationship—increased from 72 to 108.

Over five years, reports have steadily climbed. Employment-related cases went from 148 in 2021 to 207 last year, and non-employment-related ones more than tripled from 35 to 108.

Sexual harassment inquiries also edged up 1.36%, from 588 in 2024 to 596 in 2025. The bureau said the commission would launch a citywide publicity campaign promoting prevention messages and information.
