The Second Administrative Court of Neiva issued a payment order in favor of Consorcio Atenas 121 against Neiva city hall for $1,507,618,324, plus interest until full payment. This stems from contract No. 1139 of 2019 for building the Minor Volleyball Coliseum in Neiva, Huila, awarded for $8.2 billion during ex-mayor Rodrigo Lara Sánchez's administration. Work began in 2019 and was handed over two years after completion in 2023, overcoming initial design flaws such as soil issues, walls, fire protection network, Retie and Repilar updates, and RAS for water and sewer, requiring addendums and budget increases. Claudio Cesar Mejía Gutiérrez, the consortium's legal representative, explained that after filing the settlement and invoice dated December 27, 2023, and exhausting conciliations with the Attorney General's Office—where city hall expressed interest but provided no payment documents—they filed suit. The judge upheld the executive title with final receipt, termination, and bilateral settlement acts dated July 18, 2025. Juan Camilo Muñoz, Sports Secretary, said he was unaware of the lawsuit but that they are managing prompt payment, noting the debt as the remaining 10% of the contract and within timelines.
