Conpes for Regiotram del Norte sparks differences between government and Bogotá

The Conpes 4190 document redefined financing for the Regiotram del Norte and excluded Bogotá from cofinancing, prompting objections from the mayor's office.

Bogotá Mayor Carlos Fernando Galán reaffirmed the city's support for the rail project linking the capital with Chía, Cajicá and Zipaquirá. He stressed the need to address technical issues such as the urban route, intersections and integration with TransMilenio and the Metro.

Under Conpes 4190 the total project cost stands at 17.36 trillion pesos at 2024 prices. The nation will provide 14.17 trillion pesos, or 81.6 percent, while Cundinamarca and the Empresa Férrea Regional cover the remainder.

City Secretary General Miguel Silva Moyano said the government's decision took the district by surprise and was not previously consulted. Bogotá keeps 2.3 trillion pesos committed in future budgets and seeks adjustments to improve pedestrian and cyclist mobility.

Both sides agreed to set up high-level talks with the Cundinamarca governor's office and the Transport Ministry to review outstanding points. The 49-kilometer electric system is slated to begin preconstruction in 2027 and start operations in 2034.
