أطلقت إثيوبيا تطبيق ميرتاي المحمول لتسهيل تسجيل الناخبين. يسمح التطبيق للمستخدمين بتقديم المعلومات عبر فيسبوك والحصول على بطاقة هوية الناخب. ويدعم التحضيرات للانتخابات العامة السابعة.

وفقاً لشركة فانا للإعلام، يُحمَّل تطبيق ميرتاي من متجر Play Store أو App Store ويُفتَح على الهاتف المحمول. يختار المستخدمون اللغة، ويسجلون الدخول عبر Facebook باستخدام كود FAN المكوّن من 16 رقماً وكود OTP المكوّن من 6 أرقام، ويقدّمون معلوماتهم الشخصية. يتلقّون رقم هوية الناخب الرسمي ويختارون مركز الاقتراع بناءً على عنوانهم. يشمل التسجيل إدخال السنة والشهر واليوم الميلاديين، وتأكيد التفاصيل، وتحميل صورة وتوقيع. تكون بطاقة الناخب متاحة في التطبيق بعد 48 ساعة قبل يوم الانتخابات. أما بطاقة تسجيل الناخب فتشمل اسم الناخب، وتفاصيل العنوان (الإقليم، المنطقة، الوردا، الكيبله، مركز الاقتراع، رقم المنزل)، وأرقام التسجيل، والعمر، وبصمة الإصبع أو التوقيع، وتاريخ التسجيل. يتلقّى كل ناخب بطاقة واحدة فقط. في يوم الاقتراع، يجب على الناخبين إحضار البطاقة إلى مركز الاقتراع. إذا فقدت البطاقة أو تالفة، يمكن الحصول على بديل بعد التحقق، أثناء عرض القوائم العامة، أو في يوم الانتخابات بمركز الاقتراع. قد يُصْدَر بطاقة مكرّرة مع ملاحظة تشير إلى أنها نسخة، أو يمكن تقديم البطاقة التالفة للتصويت. تدعم هذه العملية تحضيرات الانتخابات العامة السابعة.
