The Philippine government has approved the grant of the performance-based bonus for fiscal year 2024. The Department of Budget and Management released implementation guidelines following the approval.
The DBM-chaired Technical Working Group on Executive Order 61 issued Resolution 2026-1 on July 2. This resolution confirmed Malacañang’s approval of the bonus grant.
The circular covers national government agencies, state universities and colleges, state-run firms, local water districts, and local government units. It also includes Congress, the judiciary, constitutional commissions, and the ombudsman.
Agencies must score at least 70 points across performance results, process results, financial results, and citizen or client satisfaction to qualify. Eligible officials and employees need a minimum of nine months of service in the fiscal year and a very satisfactory rating for the full bonus. Those with three to nine months of service receive a pro-rata amount.
Personnel found guilty of administrative or criminal cases by final judgment in fiscal year 2024 are not entitled to the bonus, unless the penalty is only a reprimand. Officials and employees who failed to submit their 2023 Statement of Assets, Liabilities and Net Worth are also ineligible.
