Am Sonntag leitete García Cuerva eine Messe in der Parroquia Cristo Obrero in Villa 31, an der Priester aus den Armenvierteln sowie soziale Führungspersönlichkeiten teilnahmen. Er erklärte, der wahre „schwarze Sturm“ in den Vierteln sei der Drogenhandel, der Mangel an Arbeit und der Rückzug des Staates.

Der Einsatz der Stadtpolizei hatte wenige Tage zuvor in 17 Siedlungen unter Beteiligung von mehr als 1.500 Beamten stattgefunden. Nach Angaben des Sicherheitsministeriums führte er zu 27 Festnahmen, der Schließung von vier Drogenbunkern und der Stilllegung von 25 Geschäften.

Anwohner übergaben dem Erzbischof einen Brief, in dem sie von Schikanen berichteten. Der Priester Lorenzo de Vedia lehnte den Einsatz ab und forderte eine städtebauliche Integration statt Stigmatisierung.
