Choi was seeking her first LPGA title in her 114th start and recorded her fourth career runner-up finish. Kim Hyo-joo already has two wins this year.
Im Jin-hee and Lee So-mi tied for third at 14-under in their title defense, while Kim A-lim and Yoon Ina tied for seventh at 11-under.
