Dashcam footage confirms Cabral was alone before fatal fall amid death probe

New dashcam footage obtained by the National Bureau of Investigation shows former Department of Public Works and Highways undersecretary Maria Catalina Cabral alone along Kennon Road on December 18, the day she died, building on prior autopsy findings that ruled her death accidental with no foul play.

Following the December 20 autopsy confirmation of accidental death from a fall—ruling out violence or struggle—the National Bureau of Investigation (NBI) has acquired 'very substantial' dashcam footage depicting Cabral seated alone at the lowest section of safety barriers along Kennon Road, with no companions or vehicles nearby. This aligns with frame-by-frame analysis, including timestamps and coordinates matching the ravine where her body was recovered.

NBI spokesman Palmer Mallari stated the footage, likely capturing her last moments alive, shows a posture suggesting she may have slipped or descended. Among her possessions were anti-anxiety medications—for sleep and anxiety disorders, whose prolonged use can induce suicidal thoughts—and two knives in an expensive bag.

This updates earlier accounts of Cabral traveling with driver Ricardo Hernandez, who stopped around 3 p.m. for her to get fresh air; he returned at 5 p.m. but could not find her.

Separately, DPWH Secretary Vince Dizon rejected the authenticity of 'Cabral files' cited by Batangas Rep. Leandro Leviste, saying he has not seen them and denying knowledge of any forcible seizure from her office in September. Investigations into related corruption allegations continue.
