Fundación Ronda y ONG Inclusiva destacaron la necesidad de una cultura de prevención que considere a grupos prioritarios. María José Escudero, de Fundación Ronda, señaló que una emergencia no es el momento para improvisar y que los planes deben adaptarse a necesidades específicas como el uso de silla de ruedas o medicamentos permanentes.

Carlos Kaiser, de ONG Inclusiva, recordó que Chile es un país sísmico y que los planes deben incluir apoyos reales para personas con discapacidad o en situación de dependencia. Ambas organizaciones lograron que el Sistema Nacional de Apoyos y Cuidados priorice a estos grupos en emergencias y desastres.

Las recomendaciones incluyen definir redes de apoyo, revisar rutas accesibles, capacitar a las familias y adaptar la comunicación. Las entidades pidieron al Gobierno implementar medidas preventivas con accesibilidad y coordinación territorial.
