Sa isang desisyon, tinanggihan ng Third Division ng Court of Appeals (CA) ang petisyon ni Liong na ibalik ang kanyang posisyon. Ito ay dahil sa kanyang grave misconduct at serious dishonesty noong siya ay procurement group director ng Procurement Service-Department of Budget and Management (PS-DBM) noong 2023.
