Inilabas ng DHSUD ang IRR ng price cap sa socialized housing

Inilabas ng Department of Human Settlements and Urban Development (DHSUD) at Department of Economy, Planning and Development (DEPDev) ang Implementing Rules and Regulations (IRR) para sa na recalibrate na price ceiling ng mga yunit ng socialized housing. Pinirmahan ito noong Lunes ng mga kalihim Jose Ramon Aliling at Arsenio Balisacan. Itinatakda nito ang maximum na presyo sa P950,000 para sa horizontal housing at hanggang P1.8 milyon para sa vertical developments.

Noong Lunes, pinirmahan ng DHSUD Secretary Jose Ramon Aliling at DEPDev Secretary Arsenio Balisacan ang IRR para sa Joint Memorandum Circular (JMC) 2025-001, na inilabas noong Disyembre 1. Nagbibigay ito ng gabay para sa pag-update ng price ceiling sa socialized housing, kabilang ang house and lot packages at condominiums. Layunin nitong bigyan ng buong epekto ang adjusted selling price para sa mga proyekto sa ilalim ng Expanded Pambansang Pabahay para sa Pilipino (4PH) Program ng gobyerno.

Ayon sa IRR, ang maximum selling price ay P950,000 para sa socialized subdivision o horizontal housing projects, at hanggang P1.8 milyon para sa socialized condominium o vertical developments. Isinasaalang-alang nito ang lumalaking gastos sa konstruksyon at pag-unlad, habang tinitiyak ang patuloy na partisipasyon ng private sector sa socialized housing.

"By providing regulatory clarity and predictability, the IRR supports continuous project rollout and a stable supply of affordable housing nationwide," ayon sa pahayag ng DHSUD. Batay ito sa Republic Act 11201, na nagtatatag ng DHSUD, na nag-uutos na sa ahensya at sa National Economic and Development Authority (ngayon ay DEPDev) na magkasamang magtakda, suriin, at baguhin ang maximum selling price anumang oras ngunit hindi hihigit sa isang beses bawat dalawang taon, upang umayon sa umiiral na kondisyon ng ekonomiya.
