Dalawang taon pagkatapos ng pagdinig sa Senado, hindi pa naglalabas ng bagong gabay ang Department of Education (DepEd) para sa Senior High School Voucher Program (SHS VP). Sa pagdinig noong Enero 20, hinatulan ni Senator Win Gatchalian ang pagkaantala, na nagdududa sa seryosohan ng ahensya sa pagtugon sa mga problema tulad ng 'ghost' students at hindi tamang targeting ng benepisyaryo.

Ang programa ay nagbibigay ng subsidy na P8,750 hanggang P22,500 bawat taon para sa mga mag-aaral sa Grades 11 at 12 sa pribadong paaralan upang mabawasan ang pagkalipas ng mga pampublikong paaralan.

"In my opinion, hindi seryoso ang DepEd para ayusin itong problema natin sa voucher program," sabi ni Gatchalian, na nag-lead ng mga pagdinig noong 2024. "Ganoon ba kabagal ang DepEd para ayusin ang problemang matagal nang pinag-uusapan? These problems are not new."

Ayon sa datos mula sa Annual Poverty Indicators Survey para sa school year 2024-2025, 67% ng mga benepisyaryo ng SHS VP ay hindi itinuturing na mahirap. Bukod pa rito, may mga benepisyaryo na nag-enroll sa pribadong paaralan na may tuition na hindi bababa sa P100,000, ayon sa Commission on Audit. Samantala, inirekomenda ng Second Congressional Commission on Education (EDCOM 2) na maging strategic ang targeting ng voucher upang epektibong mabawasan ang congestion, lalo na sa mga rehiyon tulad ng Metro Manila na may 536,057 aisle students sa elementary. May 136,573 available seats sa pribadong paaralan sa mga rehiyong iyon.
