The Environment Ministry attributed the sharp rise to North Korea's release of water from the Hwanggang Dam without prior notice. Satellite imagery taken Monday confirmed the discharge.

A Unification Ministry official urged North Korea to respond jointly to natural disasters in a responsible manner. North Korea agreed in 2009 to notify the South in advance of any dam releases.
